A proxy that everything remembers
A Proxy is a program that accepts inquiries of a web browser or ftp client at a special port and than investigate and forward them.
Its main task is the acceleration of access into the internet, because it compares a selected site with a copy it made the last time and if the internet site is not newer than the saved one, it uses this one instead. This way you save the connection to the web server.
The most spread proxy is squid which works the way I wrote above.

WWWoffle has an additional function. You are able to use it even if you are not connected to the internet. If you select an old page with your webbrowser WWWoffle will send you the saved copy. If you select a new page WWWoffle will save this link and it will download this site (and all the other you selected) the next time you dial into the internet. Because you are able to choose how many sites WWWoffle shall download parallel, your telephone connection will be used with a maximum of power and you will not spend more money than necessary to the telecom.

Together with a local newsserver you have your own "offline-internet" at home.
